It’s kind of clever. One way to interpret it is a rhetorical question, followed by their slogan. Another way is an actual question and an answer. And a good answer. : )

Parodying kibble as garbage is perfect! It is garbage and dogs deserve real food — raw meats and meaty bones. Feedng dogs kibble- garbage is making them sick. Thank you Jason Sadakis and SNL for letting pet woners know not to feed garbage to their canine family members.
